I put on my Versa 2 for the first time today. In 4 hours of working at my desk it says I have burned 1168 calories (I wish) and my BPM are all over the place (incorrect). Has anyone else had this issue?

Even though you just put it on, your calories would include your BMR (basal metabolic rate) calorie burn since midnight. These are always included, even when not wearing the watch.
From How does my Fitbit device calculate my daily activity?

Hi there, @BWatts1964. Welcome to the Fitbit Community Forums. Thanks for the details provided in your post about the calories burned on your new Versa 2. I understand where your concern is coming from. We'll be glad to help you with this.
As @JohnnyRow has mentioned, Fitbit devices combine your basal metabolic rate (BMR)—the rate at which you burn calories at rest to maintain vital body functions (including breathing, blood circulation, and heartbeat)—and your activity data to estimate your calories burned.
Your BMR is based on the physical data you entered in to your Fitbit account (height, weight, sex, and age) and accounts for at least half the calories you burn in a day.
Since you're setting up your new Versa 2, I'd double check your personal information to see if your weight and height were properly set, it may be worth the try. To update your profile, see How do I change the units of measurement in my Fitbit account?
