You cannot have devices for 2 people on the same app, except for with the family account, which only works with the 2nd device being Ace or Ace 2.
Other than family account, each device needs its own account. It is possible, but quite cumbersome, to track 2 accounts from one phone; that requires continually logging out of one account and into the other one.
However, you need to be at least 13 to have own Fitbit account.
