It's heavily implied in marketing and the packaging that the Versa gives reminders to drink water. Is there an option turned off that I'm missing or is this feature absent?

There are no reminders as far as I am aware.

There is the reminder to move at the end of every hour, but this same type of notification is not used for any other reason, be it for water, waking up, bedtime, etc. Either those notifications are confined to the Fitbit app, don't exist in any form, or I can't locate any.

Try SimpleClock, it has an on watch option to remind you to drink hourly, along with a count of your daily intake.
