I selected factory settings to reset watch. Now it will not come back on. Just see info to install app on phone in many languages. How do I restart watch?

You did a factory reset @Supacoop
This removed the tracker from your account and brought it back to factory settings.
You say you see the message to setup your tracker, therefore we can say that the tracker is on
Let's open the Fitbit app, tap on the top left corner.
Tap add device. Choose yes when told your current tracker will be replaced.

To be precise, after a factory reset your watch now is as it came originally and needs to have its software installed which is done during the setup process in the Fitbit App..
In the phone Fitbit App Click on profile photo [top left] then + Set up a Device |
