The Ace tracker is not what my son wanted. I am fine with him having a Versa. We bought it for him for his birthday ... now I am having a difficult time adding the device to his account on our family account. How do we set it up to his account without creating a new account with a fake dob bypass?

The new kids account will not work with a versa, only the ace.
The versa can only be used to set up an adult account which has an age restriction of 13. The only was round that is to use a fake dob - but you will be breaking the terms of service if you do that.
Bottom line is that the ace is the only fitbit for kids.

A warm welcome to the Community @Dminnici and @SteveH thanks for stopping by.
As mentioned by our friend here, Fitbit Ace is the only tracker Fitbit has for kids and, therefore, is the only one that a kid account will accept. The Versa can be set up only on a regular account for anyone who meets the minimum age requirement in your country.
For more information about this, you can take a look at the help article How do I manage my Fitbit family account?.
Let me know if you need anything else.

This seems like it should be up to the parents if they want their kid to have a versa.

The terms of service for fitbit state that you must be 13 or over to have an adult account. Parents can't choose to ignore the terms.

But they can choose with their wallet and not buy any fitbit products.
