I recently received the Sense which I loved but I had to unfortunately return it as the lights for the heart rate etc caused a burning sensation on my arm after wearing it for 1 day. I have since swapped to the versa 2 but I am still unable to turn off the green light even though the hr monitor is turned off.

I'm sorry to hear about the difficulties you experienced with the Fitbit Sense. Thanks for the information provided.
In the most recent Fitbit devices like the Fitbit Versa 2 the heart-rate sensor won't stop blinking even when the setting is turned off. This is an expected behavior. The option to turn off heart-rate will make your watch to stop displaying your heart-rate on the watch and Fitbit account, but the green lights will continue blinking.

We actually don't have much information about why the green lights need to be on when the heart-rate is turned off, but just the fact that it was a change made to the new Fitbit devices by our engineering team.
