Hi,
I’ve tried cleaning the sensor, restarting it, and shutting it down on the watch itself, but it’s still not tracking my heart rate.

Are the green LEDs still blinking?
As you turned the heart rate off/on again, did you sync the Versa 2 with the Fitbit app after every change? If not, try turning the heart rate off, sync, turn it on, again and sync again.
Also charge the Versa 2 for at least 30 minutes. Remove it from the charging cable.
Press and hold the button of your watch for 10 seconds or until you see the Fitbit logo.
Release the button.
The Versa 2 should now restart. Verify that the green LEDs are blinking and the heart rate is being measured.

I'm not quite sure if the LEDs are blinking or they blink after the troubleshooting. If they are not after turning them on again, then contact Support.
They will gladly take over your case and see what else is needed.
They have other tools to help them investigate your case.
