The face on my Versa 2 face has fallen off, apparently this is an ongoing issue. Does Fitbit offer to repair this? I've seen some threads where people are offered 25% off for a new one but that makes no sense when clearly there is a defect in the build.

It tends not to be repairable but fitbit will replace it if you are still covered by the warranty. There are restrictions though. You can see the full warranty terms via the link at the bottom of this page but it might be easier to just contact customer support via contact.fitbit.com They can check your warranty status and advise on your options.
