Versa 2 won't complete the factory reset

I'm trying to reset my boyfriend's Fitbit Versa 2 because he wants to sell it. I did the reset. It comes on saying to download the Fitbit app. I created a new Fitbit account, added the Fitbit device. It found it, I enter the code and then setup wi-fi. Right after setting up wi-fi, it goes to a white logo and stays like that. After I push the button, it goes to a blue logo with the instructions to download the Fitbit app again. I've done this over and over but can't get it to finish setting up. I can't get to another screen to try resetting it again. I'm stuck.
