Versa 3 is not charging to 100%

My Versa 3 is slowly decreasing the amount it will charge. First it would stop at 98, then 92, now 88%. It doesn't matter how long I charge it for. It is under 18 months old. Is this normal?

It's none of the above - it does charge but not to full.
