Versa Active minutes are inaccurate

I went on two walks today, 1 21 minutes and 1 17 minutes. When I look at dashboard I am only showing 19 minutes vs the 38 that should be there. I have noticed that the minutes were not matching up previously but it was usually off by only 3 or 4 minutes. Did not have this issue with the Charge2.

Could it just be your pace? You only get active minutes if your fitbit thinks you are being very active, not just mildly active. Fitbit say:

 

"Your Fitbit device recognizes and awards active minutes when the activity you're doing is more strenuous than regular walking, which includes everything from a brisk walk to a cardio workout or run."

My pace is the same as it was when I had my Charge2 and it did not have this issue. That is how I know that things aren't right. I'm also having issues with the HR and phantom floors.
