Perhaps the most common reason for setup issues is where the phone is not supported by fitbit. You can check yours at www.fitbit.com/devices

 

If that seems ok then try going through Fitbit's troubleshooting guide for setup problems at https://help.fitbit.com/articles/en_US/Help_article/1872
