Is there a way to change the start time to a pm hour? I'm usually awake from 9 pm to 9 am. I put those hours in and it won't let me OK it.

Unfortunately, you can't do this at the moment. There is a feature suggestion asking for Fitbit to allow it, and if you'd like to add your vote you can find it at https://community.fitbit.com/t5/Feature-Suggestions/Allow-night-shift-reminders-to-move-or-customize...
Note, though, Fitbit's comment that they don't currently have plans to make this change. Perhaps with more votes they will reconsider.

It should be possible, look for clock faces in the gallery, with a night shift capability.
