My Fitbit versa 2 won’t load, pair, or sync on my new iPhone 11. I have tried turning my versa 2 off and then on again, turned blue tooth off and on again. I’ve deleted the app and reinstalled it. Nothing is working.

Is it your Fitbit a Versa 2 or Versa Lite? It seems that you have a Versa Lite. Would you mind confirming that?
On the other hand, I wondered if by any chance your old phone is near by while you try to set up your watch to your iPhone 11? If so, please take it away during the set up process so the it's Bluetooth doesn't interfere with the iPhone's.
Also, make sure you've removed your watch from your old phone's Bluetooth. To do so, follow the steps below:
1. Remove the Versa Lite/Versa 2 from your old phone's Bluetooth settings
2. Restart your watch
4. Turn off other Bluetooth connections when not in use.
5. Plug it into the charging cable and open the Fitbit app.
6. Setup your watch
