Versa displays a "Data not cleared, Sync and try again" message

Hi please help. My fitbit versa cannot pair to my phone, then i tried to unpair and factory reset become "Data not cleared, Sync and try again"

Steps that done advised by customer support team:

Restart fitbit, unpair & restart phone bluetooth, restart my phone, try to pair with another phone (but failed), uninstall & install fitbit apps in phone, factory reset Fitbit versa.
