Versa is tracking my heart rate too low

So I just got the versa, and it says one thing on the watch face, lets say 150bpm, and when I count manually it’s more like 190bpm. That’s weird but the weirdest thing to me is that when I go into the app, it has the recorded heart rate data even lower (usually by 10-20bpm) anyone know why???

Unfortunately I have tried everything available. Something that I have notice though, is the problem only occurs during strenuous activities.   

Also, still the problem with the heart rate data in the app being lower (during exercise) then even what the Watch said.  

I had measure a BPM of 186, my watch said 133, and the app says 123. The “zones” graph shows the proper rate though.
