Versa isn't detecting my heart rate anymore

My Fitbit Versa isn't detecting my heart rate anymore. I tried resetting and restarting. The heart rate monitor option is turned on. Help!!

I’m also having this issue with my Versa 2. 

• green light is still flashing rapidly 
• I restarted the Versa 2 itself
• i don’t see any options to turn ON/OFF on my fitbit app on my iPhone. 

i got my versa 2 on Sept 16th. I wore it to sleep that night and it tracked my heart rate and it even gave me my sleep score. 

the following nights after that, it just stopped tracking my HR and was no longer logging my sleep score. 

does having a tattoo on my inner wrist affect it? But if it does, why did it work perfectly fine for one night? 

please advise. This bums me out.
