My issue is different - was trying to update my Versa, but receiving the same error; it keeps asking me if my Versa is turned on. It's on, but neither the desktop application or my Samsung can connect to it.
I've uninstalled and re--installed both the Windows and Android Fitbit applications
I've restarted my phone and Fitbit
Last ditch attempt was to reset my Fitbit to factory default and same issue

@LoralieF it's great to see you in our Fitbit Community. I'm happy to assist you with your Fitbit Versa since it ca't be updated due to Bluetooth connection issues.
I'd like you to try the troubleshooting steps that are listed in this help article.
In case the issue persists, I'd like you to try a factory reset. To do so on your device, open the Settings app > About > Factory Reset or Clear User Data. After this, monitor your Versa and see if the issue gets fixed.

This did work, but only after I restarted my internet router after going through the other processes. But my Versa has now updated, so I'm okay with the hoops!
