Just got a versa se rose gold edition, if that makes a difference. I have done all the steps, turning Bluetooth on and off, restarting phone and the fitbit, reinstalling the fitbit app. The device will not connect to my app. I keep getting the troubleshooting page.

HI @sarah6430 - as a Versa is no longer sold check the source, it is possibly faulty or a shop demo model that won't work.
On your phone go to Bluetooth and do a scan to see if the phone finds it.
You can also use What should I do if I lose my Fitbit device?
The objective is to make sure if the watch has a Bluetooth transmission or not before further investigation.
If it doesn't have Bluetooth get a refund.
