Wifi and notifications not working

My samsung S9 plus receives info  from my Versa but my Versa does not recieve notifications or connect with wifi.  I've  followed all forum suggestions repeatedly,  unpair, bluetooth off, restart, back  to factory settings,  log out, phone off, I'm about ready to hurl this thing out the window!!

HELP!
