Wrong stairs count affect steps taken?

My Versa gives me the wrong amount of stairs climbed if I go to the basement or out in the cold or walk in the wind.  Does this also affect steps taken?

Stairs are a stand-alone stat.  They do not affect steps or calories.

Before posting, re-read to see if it would make sense to someone else not looking at your Fitbit or phone.
