Add the ability to control vibration strength on the Inspire HR

Add the ability to control vibration strength on the Inspire HR. My understanding is that this feature already exists for other devices such as the Versa.

In my opinion, the default notification strength on the Inspire HR is very strong. The sound of the vibration is loud enough that adjacent coworkers are able to hear when I receive a notification. On the other hand, my mom has difficulty noticing the vibrations when not still. Both of these cases could be resolved, or at least improved, by customizable vibration strength.
