Let customers change their country of residence to use ECG/AFIB feature

Allow long-term Fitbit customers to change their country of residence in Fitbit account to unlock the new ECG feature. Fitbit is selling a product at a premium but its main feature that is advertised most does not even work. Moreover, it became impossible to change the country.
