Store Activity Start Time consistently in local timezone in JSON export

I have exported my archive in the json file format and have noticed that activities logged using my FitBit tracker have the start time stored in UTC timezone, but activities logged manually using my iPhone are stored in my local timezone. 

This makes it difficult when I am trying to convert thousands of activity records to my local timezone, because all the manually logged ones get converted wrong because they are already in my local timezone.

Can you fix this to make all activities dates stored in the same timezone please, preferably the user's local timezone?
