After updating the simulator to 0.7.0 the Date.setTime method returns the UTC time. The previous version returned the local time. My Versa also returns the local time.
According to developer.mozilla.org it should be UTC:
"The setTime() method sets the Date object to the time represented by a number of milliseconds since January 1, 1970, 00:00:00 UTC."
So I think that the new simulator (0.7.0) is correct and the firmware on my Versa is incorrect.
Can someone from Fitbit comment on this?

Thanks for reporting this one Harrie. I've logged a ticket for the firmware engineers to take a look.

The same is true for Date.now().
