Developing custom functionalities fitbit2 flex?

Hi there, 

I am wanting to use the fit bit 2 flex tracking piece with my project but not sure if it is possible. It seems you can only design custom apps for the watch faces? 

I am interested in designing an app or interface that focuses on synchronized vibrations between users. They would be able to schedule a vibration for 5 pm between themselves and a friend for example. Pretty simple, and then of course have the other fitbit personal data accessible. 

Is adding this skin and functionality possible to the fitbit flex 2? If not, could anyone point to an alternative or development group who can produce a similar product. Thanks!  

More of a designer than a developer and any direction would be helpful.

The only Fitbit that can run custom apps is the Ionic.
