Do you need to enable the developer bridge on the app for the companion apps to work?

I have a fitbit app that has a companion.I use messaging to communicate between the app and the companion.The state of the peer is closed when the developer bridge is disabled, it seems to open only when I enable the developer bridge.Is this behavior normal?

It should work even when the developer bridge is closed, however I have a similar problem. Once my app goes into an Inactive mode on the developer menu, I can't get the watch to respond to any settings. I have to remove the app and reinstall to get it back active and responding to the settings.

I used to have this issue, but it seems more stable after the Fitbit app update a few days ago.
