My Tic Tac Toe App for the Ionic claims it is published:

Uploaded & Published 11/29/2018 7:34 PM"
 
However, I did not get an Email that this is true. Plus it is still private. Can some one help me change the status to public?

You will need to send it for approval. You have to click the Submit for Review button on top right.
