Keep receiving the same Subscription Notification over and over

I am using Web API (not SDK) - can't move this post to the right place? 

 

This is a new implementation. I created an activities subscription for my test user. I am getting the notification, sending a 204 response in time (204 success is showing on my fitbit dev page). but I keep receiving the same notice over and over (fitbit has received over 200+ successful 204 responses for the same notification). I only have 1 user (myself) and sending 204 before I process the notification. what am I missing?fitbit_notification.png
