Off-line SDK?

I have a problem using the Fitbit Studio on-line.  Most of my development is done whilst commuting, and there is no Internet connection (or very patchy) on my commute.

I prefer developing off line and uploading my apps/watch faces to a store, a la Pebble SDK.

Are there any plans to create an off-line SDK for Fitbit Ionic?

If not, I will need to choose a different platform.
