Read the previous 3 minutes of HR data

I want to show a timeline of the last 3 minutes of HR data on the clock face I'm developing. I know a clock face can listen to HR data from the moment it is woken with HeartRateSensor(), but how can I query the past few minutes of data locally from the device?

You can't (directly). Your options are to get the data from the web API, or to keep track of the data yourself.

Can a clock face have a companion app running in the background, to collect that data?

Yes, but a companion app runs on a phone/tablet/windows device, and not on the watch.
