Are developers able to inform users of Apps and Clock faces of new features?
Apparently the only way a user can find out about new features is by reading the description in the gallery.
There is no reason for a user to return to the description after the first time, and there is no way to notify them of any pending changes or new features.
Worse still, the App or Clock may be automatically updated without their knowledge, or not updated without their manual intervention in cases where it doesn't go automatically, but they are totally unaware it needs updating or why, or when it was last updated.
Even if the Fitbit App had an indicator of pending updates, like for new firmware on the Today screen, there is no way to inform them of what has changed.
Is something missing in the process?
