Is it possible with the new SDK to transmit the heartbeat to third party apps (such as runtastic) with Bluetooth without using the fitbit app on the mobile phone?

Fitbit app can talk to their companion on the phone, that run in the Fitbit mobile application. You cannot send data directly via BLE to a mobile app.
