Windows 10 Mobile (Lumia 950) companion starts only with active developer bridge

I implemented an app similar to the FitBit Weather app. When app is started some information should be fetched from a REST service by the companion app.

It works (a bit slow) when the developer bridge is on. But the companion never is activated without developer bridge.

Even the Fitbit Weather app does not show any information. A windows 10 problem ?

Now I am able to make it run when I first run the fitbit app on the Lumia 950 (latest insider build 10.0.15254.249) in foreground, wait for Ionic synchronisation, than start the app on the Ionic. 

Of course that does not make sense. It also has to work if the fitbit app is running in background.

Is this a Windows phone specific problem?
