disableTouch not working in ExerciseOptions (Exercise API). Tried on Simulator and watch. Nothing happens.

Sorry, it seems to be a bug. In the meantime, you could probably roll your own solution similar to my button lock here https://github.com/orviwan/alpine-snow/blob/master/app/views/exercise.js#L44
