The fba file is in fact a zip file, with a different extension, but if your browser is delivering a zip file, you may be hitting the "Export" menu option instead of the "Publish" function.
Export is for moving your project to another development environment and will include all files, but not one capable of being published.
When you click "Publish" on Fitbit Studio, it will put a '.fba' file in your browser's download directory, or give you options for handling, saving, etc..., depending on which browser you are using. You should copy this fba file onto your local system somewhere.
Then you upload this fba file into the Gallery App Manager after creating an app there.
