Can’t update calorie goal in fitbit sense 2

Whenever I try updating calorie goal to 1400 cal it reverts back to 1065 cal. Is this calculated based on my weight goal or calories burnt goal? 
I have tried logging out of fitbit app, uninstalling and re-installing and restarted the watch

please help
