Find my phone won't work with App Closed

The find my phone app from Fitbit won't work when the fitbit app is closed.  Customer support said that you have to keep the fitbit app open on your iphone for it to work.  This doesn't make sense as I thought that is what background app refresh is for.  My watch gets notifications and phone calls when the app is closed why can't it find my phone?

Maybe some confusion about what is meant about "closed".  It doesn't need to be in the foreground.  Personally, I never completely close the Fitbit app.  I just leave it running in the background.  Find my phone works like that.  It doesn't need to be in the foreground, I guess just not completely closed; though I've never tried it with app completely closed.

Before posting, re-read to see if it would make sense to someone else not looking at your Fitbit or phone.

@Chris1147   This is directly from the Find my Phone app details, "In order to use this feature, ensure Bluetooth is on and your Fitbit mobile app is open or running in the background."
