I have read many posts about being able to upload photos to clock face but I can’t seem to get it to work. Never see the settings option in the clock face when I download the photo clock face.

By a quick search on the Gallery Web Page, I think that you are now using the clock face Photo plus:
It is needed to mention that this is developed by a 3rd-party designer, that means this app requires payment at some point. I can see on the description of the clock face that you can, select multiple images from your camera roll or take a new picture, configure stats with: steps, distance, calories, active zone minutes, floors (elevation gain), battery, seconds, weather and steps for the last hour and some other things.
Please follow the steps described here, to see how to troubleshoot all the apps in your watch.
