Hi @Kbeez3 - a watch will endeavour to count real steps by measuring wrist movements.
In an attempt to filter false wrist movements which might not have been actual steps, those movements are not counted.
Selecting dominant wrist when the watch is on the non dominant wrist will filter more steps, than when on the settings correspond.
Steps taken, when say, holding and pushing a shopping cart may not be counted because they miss the corresponding wrist movement for counting them.
