I noticed my Sense 2 wasn't syncing this morning. Followed recommendation to force-stop the app and turn Bluetooth off and then back on. Didn't help. Followed recommendation to restart the Fitbit watch (the actual device, not the app). Sync is now working but all data between about 4:11 a.m. and the restart were deleted. According to the Fitbit support literature, a restart of the device should not delete data. Feeling frustrated.

You're sure it was "restart" (hold side button in 8-10 seconds), not "factory reset"? Not doubting you, but I've never had a "restart" lose data, and some people swap those terms loosely, though it does look like you were careful in your usage.
When I can't sync, my routine is (1) restart tracker, (2) reboot phone, (3) try force sync from phone app. If that doesn't work, wait a few hours and try again.

I held the side button on the watch until the Fitbit logo appeared, as directed in the support info (which I accessed by clicking "Fix It" in the in-app message that said the sync had failed). When the watch came back on, the time initially read something like 4:11, and then it updated to the correct time, but seems like everything between 4:11 and the restart was lost.

That's the correct restart. Sorry, but I can't explain the data loss.

Same thing happened to me today. It synced at 6:26am. After that, my Sense wouldn't connect for call/text notifications & wouldn't sync. I did a restart (8-10 secs on side button). When it booted back up, the clock was stuck at 6:37am. I was able to sync, then the time changed to the current time (2:50pm) but all my stats stopped recording at that 6:37am moment. Everything for today is gone. This makes me angry. Especially for being a premium plan customer. 😖
