If you want HR based target then no. Running doesn't allow you set HR range target. You may use a custom zone set in the heart rate zones setting in the mobile app but this will give you only partial solution. For example, I set custom zone for 60bpm-90bpm so the watch will tell me during run whether I am below, in or above my zone but it will not buzz. You will need to check the screen yourself:
That said, if you want to train with HR targets in mind then honestly, return Sense 2 and get proper runner's watch (which means not Fitbit). I did lots of testing of Sense in the past and Sense 2 now and HR could be as well given to you by rolling the dice.
