App says 21 zone minutes, dashboard shows 51 zone minutes. Syncing not changing anything?

My FitBit Sense on the watch itself is only showing my workout to have 21 out of the 23 goal and the same with the FitBit mobile app, but the dashboard is reflecting the correct number for the duration that I worked out. Will this sync up eventually? 

The same thing happened with my partner's Inspire 2. It stopped tracking anything on his watch and app after 21 minutes, but reflects correctly on the desktop dashboard.

I know what is happening but it's a bit hard to explain unless you have been using Fitbit for quite a while.

With the newer devices, Fitbit has changed from measuring 'Active Minutes' to '(Active) Zone Minutes'.  The Zone Minutes are generally harder to achieve, and have a lower default goal compared to Active Minutes.

The Sense and Inspire 2 and the phone app are both showing Zone Minutes.  However, the fitbit.com dashboard did not get changed and still shows the older Active Minutes.  The 21 minutes you are seeing are probably the correct Zone Minutes which have a higher heart rate threshold than the previous Active Minutes.  The fitbit.com dashboard might be showing the full time of your workout in Active Minutes, but only 21 minutes of it had your heart rate high enough to earn Zone Minutes.
