Can't install (most but not all) clock faces or apps

Most things are working great on my Sense, including Wallet and Alexa, and I have a bunch of apps on it that are working. I have 4 out of 5 of the clock face slots filled and I can select them from the Clock app on the watch or from the phone app, and I can also adjust settings both for apps and watch faces using the phone app. BUT I can't add most new faces or apps. Not even Fitbit's own faces that I've successfully added in the past. 

I have re-added the Sense to the phone app (and re-did bluetooth and wifi connections, although I think wifi is only used for OS update). I tried both iOS and Android apps but I confess I'm using only the old nice-design app (the latest version of that, about a year old, and it has been working fine...so far).

What happens is, I can see the clock face downloading from Fitbit servers to my phone via the red progress bar (at least it gives the impression of a download in progress). Then when that's done my watch shows the Fitbit logo and the progress circle starts on the watch for the install but then stops very early and I get back my watch face that had been active. So Bluetooth connection with the watch is fine. But the thing I'm trying to install does not get sent to the watch. And on the phone app now the red progress bar just goes back-and-forth left-to-right indefinitely until I quit the app or do some other thing like change faces.

Usually the clock face I tried to install now appears in the previously empty 5th slot in the phone app, but it is not on the watch. And when I tap it I get the red progress bar still going pack and forth. It can't send to the watch.  When I quit the app and relaunch I can see the Select button for the face (selecting just repeats the failed install sequence) and I am fortunately able to remove the unusable face, once I see the Install button rather than the red progress bar.

When I try to install an app, it is a bit different. It looks like it is installing fine but when it is done I just get back the Install button. So app installs are failing too.

The weird thing is I can install a few apps. After the above fails I uninstalled an app I had successfully installed yesterday, and I could re-install it. So the failed installs aren't because of an interrupted install attempt. Also, the thing I could install is 3rd party. Whereas when I tried to install apps by Fitbit that I did not already have installed (Leaderboard and Uber and Philips Hue) those installs fail. So it is not a third party issue.

I am wondering if the thing I try to install actually does not download to the phone even if it looks as if it does, and the issue is the apps and faces are on different servers, and I've lost contact with a server(s). I am in the USA. I know some faces and apps are geo restricted. But if something were not available to me, then I'm thinking I should not see it in the phone app. I'm thinking of trying different geographic areas via VPN. If someone can download and install faces and apps just fine to the Sense, could you tell me your location?
