It says it needs an app to connect on phone. Is there another app?

You need to install the Fitbit App from the store on your phone and follow the instructions.

That is correct @Help2020fit your tracker will reject* any attempt you try through the phones Bluetooth. Follow the link @Guy_ provided and use the Add device to connect the tracker to your account.
Once connected the app will ask for permission to pair the tracker and you will be promoted to load the firmware.
* two exemptions. Sense control and music control.
