Why would my daily active zone minutes be 60-70 (goal is 22) yet when I actually exercise (rowing machine, etc) my exercise heart rate zone doesn’t go above fat burn area, even though I am out of breath and my heart rate gets to 120? Anyone know?

I'm not quite understanding the point of your question. Are you thinking that you are awarded more zone minutes than you deserve? I don't know how long you are exercising. Are you questioning why are in fat burn zone instead of cardio?
Your heart rate means nothing without knowing more about you; 120 is very different for a 20 year old than for an 80 year old.But if you tap the Zone minutes circle on phone app, it will tell you the heart rate limits of the different heart rate zones.

Yes, I am questioning having so many active zone minutes when not doing any formal exercise.
Yet when I do a formal exercise, typically rowing machine for 25 minutes, I am in fat burn zone and cannot get to cardio zone.
I previously had the Inspire HR and used to get mostly cardio zone with some peak.
I am 69 yo healthy, active woman. Not an athlete, just active.
I’m wondering if I should try to amp up my time on the rower.

What are the heart rates of your zones?
Click on the Zone Minutes circle to see the activities and times where you got zone minutes, and see if they make sense to you.
If the 60-70 Zone Minutes per day do seem real and not bad heart rate readings, I don't see any reason why you need to increase your intensity unless you want to.

Most of the zone minutes in the Zone Minutes circle make sense (I know I’ve been exerting but not a “formal” exercise, I.e., vacuuming, etc).

I am not a fan of using the common formula for Max HR, but since I do not know your actual Max HR: 220 – your age =151. You say you feel out of breath, which indicates you are in cardio zone, assuming the common formula works for you, 120 BPM is within the cardio zone. If you tap the “X out of 7 days” tile (Picture 1), go to one of your rowing sessions, tap Heart Rate what does it show for Active Zone minutes, and average and Max HR? (Picture 2)
