My heart rate fat burning zone started at 81 bpm (50% of 162 max) on my charge 3. Now it calculates it at 97(60% of max). Went for a walk and my max heart rate did not exceed 95bpm and therefore gave me no fat burning minutes. Why have the heart rate zones changed from charge 3 to the Sense.

This is down to the change from "Active Minutes" on the Charge 3 to "Active Zone Minutes" on the Sense and with that change came a change to the way heart rate zones are calculated.
They used to be based on just our age but they now take into account our resting heart rate as well so they are tailored to our fitness level. Unfortunately, many of us are finding that this increases the zone thresholds making it harder to get into the fat burn zone.
