Sense not tracking steps on treadmill

I walked 35 minutes on a treadmill, the equivalent of 1.75 miles. The sense only recorded 1574 steps. To be clear, I wear my Fitbit on my left wrist, and about 1/3 of the 35 minutes I am gripping the heartrate sensors. The rest of the time I am holding the side handles, the top of the display, or swinging my arms. If I raise my arm to view the watch, it starts counting but stops as soon as I grip the handles.

The watch detects your steps from movement of your arms. If you hold rails it may not be able to detect all the steps correctly. The arm you wear the watch on must be swinging.

Put it around your ankle.

 Why then when I walk outdoors in the winter with my hands in my coat pockets, not swinging, the steps register just fine?

@Marob when you keep your hands in your pockets, the hands bounce up and down with your whole body and this counts as steps as well. When you hold the treadmill handles this bouncing doesn't exist either.

For ankle, most need to buy band extenders - available on Amazon their-party.

Before posting, re-read to see if it would make sense to someone else not looking at your Fitbit or phone.
