I've tried all the tips on hard restart and reinstalled app on phone - still stuck and won't connect to android phone. Completely useless watch at this point.

How did you try the "Hard restart"?
Did you charge the Sense for 30 minutes and remove it from the charging cable.
Did you press and hold the button for 10 seconds until the Fitbit logo appeared on the screen, and then released the button.
If so, then try contacting Support. They'll be more than happy to assist you further.
Fill up the form, you'll get some articles recommended.
Then you'll see the options to contact Support.
