Sleep monitor doesn’t start tracking until 2 - 3 hours after I go to bed.

Thank you for the detailed information. Your Fitbit Sense starts tracking your Sleep when your body is completely at rest and you haven’t moved for about an hour. If this is not the case, make sure you're wearing your device in a snug wristband while sleeping.
If that doesn't help, then try to perform a restart to your Sense. You can do this restart by following the steps here: How do I restart my Fitbit device?. Also, please try to change your Sleep sensitivity setting. For example, if it's set to Normal, change it to Sensitive, wear your Sense to bed and test its behavior.
